A GLRO performs or supports any of the components of Research, Development, Innovation, Commercialisation and Economy (RDICE) value chain, or as an intermediary body for RDICE, working towards meeting national interests. GLROs are mainly non-profit oriented as it is created to uphold research for the public good and are usually structured as research institutes, a company limited by guarantee (CLBG) or company limited by shares (CLBS).<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">GLROs are uniquely positioned to create and mediate collaborations between their stakeholder in the quadruple helix, acting as an intermediary connecting government, the scientific community, and the private sector. The ROV of GLRO is measured through the \u201c6-Dimensions of Impact\u201d, which considers creative talent, new knowledge, knowledge networks &amp; value chain, wealth creation, societal development and branding &amp; positioning. To move to ROV, a system-wide mindset change is needed.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">The study aims to assess the overall performance of GLROs in Malaysia and provide recommendations for their sustainability. This study will undertake the evaluation of the ROV to discover the true value these GLROs contribute to our STIE ecosystem. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-2218 aligncenter\" src=\"https:\/\/www.akademisains.gov.my\/ar22\/wp-content\/uploads\/sites\/50\/2023\/04\/GLRO-Infographic.png\" alt=\"\" width=\"516\" height=\"149\" \/><\/p>\n<p class=\"p1\">ASM has proposed for ROV-perspective, instead of ROI-focused KPIs, to be adopted by policymakers at the national level to\u00a0accurately assess the impact generated by GLROs and the value created to the STI ecosystem. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">ASM plans to carry out a second phase of this study to assess the ROV of selected GLROs in our STIE ecosystem of varying structures, such as GLCs,<span class=\"Apple-converted-space\">\u00a0<\/span>cess-funded GLROs, and government departments.
