April 27, 2023Malaysia’s STI ecosystem tends to adopt a piecemeal approach and is fragmented in many ways – from governance management cycle, investment, talent development, to infrastructure – we lack focus and consistency during implementation. As such, our resources are spread thinly such that it dilutes the impact our investments could have had. It also does not help that our industries are, by and large, risk averse when it comes to investing in R&D.
Therefore, it is time to have a strategic roadmap at the National level which aims at streamlining key strategies towards ensuring a holistic and vibrant research, development, innovation, commercialisation, and economy ecosystem. The roadmap celebrates demand-driven innovation into developing market-driven delivery systems. The strategies and the underlining initiatives are expected to generate high-tech and high-value outputs towards achieving the Shared Prosperity Vision 2030, whilst reducing the innovation gap between academic R&D and STI-based enterprises.
Objectives:

To ensure a holistic and vibrant research, development, innovation, commercialisation, and economy (RDICE) ecosystem through seamless aligning of STI to economic planning and goals.

To enhance demand-driven research and development and market-driven delivery sy

stem for high tech and high value outcomes, such as higher business enterprise expenditure on R&D (BERD) a

nd high value matching grants or purpose-driven grants.

To achieve the Shared Prosperity Vision (SPV) 2030 by connecting research to development to commercialisation and performing impact measures; and venture building to STI-based enterprises.

To increase sustainability of financing the overall RDICE ecosystem for a positive socio-economic impact.
- To build knowledge driven future ready talent to improve Malaysia’s global competitiveness in becoming a high-tech nation by 2030.
The formulation of this roadmap is funded by MOSTI through a strategic partnership, which will influence policymakers such as the Research Management Unit (RMU) of EPU based on the strategies and action plans listed to ensure a vibrant and seamless RDICE ecosystem.
