The Nexus of Biodiversity Conservation and Sustainable Socioeconomic Development in Southeast Asia
April 27, 2023MOSTI plays an important role in mainstreaming STI, acting as a leader and implementer to drive innovation and productivity for economic growth and community well-being.
This Committee is an initiative of MOSTI in line with the Government’s intention in the 12th MP to place Malaysia among the top 20 countries in the GII Report by the year 2025.
The GII report published in collaboration with the European Institute of Business Administration (INSEAD), Cornell University, and the World Intellectual Property Organisation (WIPO) reports on a country’s competitive performance, especially in relation to innovation. This data-based report aims to assist policymakers in evaluating innovation performance as well as making sound policy judgments.
ASM’s involvement is to monitor competitive performance as well as provide strategic input related to the Human Capital and Research Pillar and for overall improvement in performance. The engagement period is for five years, from 2021 to 2025.
Objectives:

To implement and improve the monitoring of the competitiveness index so that it is more systematic and effective in improving the country’s performance in the GII.

To ensure the accuracy and timeliness of indicators are detected, collected, stored and updated by the data custodian/provider in the international database and further highlight the country’s real achievements.

To identify short-term, medium-term and long-term targets to improve the score and raise Malaysia’s position in the GII Report.
With regular monitoring, Malaysia’s performance in the GII Report can be improved and will eventually reach the top 20 position in the near future. Currently, Malaysia ranks 36th in the GII 2022 Report.
Recommendations

To establish an integrated system to centralise data collection from different ministries or agencies. This system will also serve as a continuous mechanism to safeguard the data and for data analysis.

To redesign surveys so that data can be collected annually to ensure timeliness and relevancy. At present, data is collected every two years.

To carry out foresighting exercise to pre-empt possible decrease in performance due to unprecedented situations, such as pandemic, economic downturn and geopolitical instability.
Currently, MOSTI is working with MIGHT to develop a simulation model to make evidence-based performance projections.
