April 27, 2023The establishment of MSE is a recommendation from ASM that was adopted and implemented by MOSTI through NPSTI 2021-2030. It was passed at the Parliament in August 2022.
The motion to repurpose Kumpulan Wang Amanah – Majlis Sains dan Penyelidikan Kebangsaan (KWA-MSPK) to Kumpulan Wang Amanah – Malaysian Science Endowment (KWA-MSE) was passed in the Parliament on 4 August 2022, signifying the creation of MSE and bringing ASM one step closer towards fulfilling the role of the “Think and Do Tank”.

MSE’s strategic planning revolves around three components:

Sustainable alternative financing
As an RDICE Ecosystem funding is heavily dependent on the government, MSE aims to reduce the government’s burden by providing a perpetual source of financial support to complement existing funding mechanisms. -

Talent Development
MSE aims to strengthen the nation’s STI talent pool by nurturing talents in deep tech and future skills based on the 10-10 MySTIE.
This year, ASM received a courtesy visit from AT&S, an Austrian company that designs and manufactures high-end printed circuit boards and integrated circuit (IC) substrates. AT&S had an engagement with ASM to discuss the possible prospects and challenges in the STI development, with plans of setting up a new production facility in Kulim Kedah. In return, ASM extended an invitation to collaborate with AT&S as it concurrently corresponds with our 10-10 MySTIE framework, ensuring Malaysia to become a High Tech Nation by 2030.
The Islamic Development Bank (IsDB), a multilateral development bank, aspires to establish a halal vaccine ecosystem that will benefit its member countries. To position Malaysia as the creator of “sustainable halal vaccine ecosystem”, ASM is working on seizing the opportunity offered by IsDB through collaboration with the Malaysia Genome and Vaccine Institute (MGVI), pharmaceutical companies and other agencies. The pandemic has highlighted the need to focus on R&D, particularly in the emergence of zoonotic diseases. This collaboration could also serve as an exemplary case study of MSE operation.
The launch of MSE is expected to take place in 2023 along with the appearance of an interactive and comprehensive website that will keep the public informed about MSE and its progress.
In order to spearhead the collaborative framework in quadruple helix model, MSE aspires to welcome more collaborators for the forward development of sustainable STIE ecosystem.
