The Malaysia Science Endowment (MSE) is a perpetual fund that serves as an alternative financing model for Research, Development, Innovation, and Commercialization (R&D&I&C) activities, ultimately reducing reliance on government funding for these endeavors.
MSE is one of the ten leapfrogging programs outlined under the National Policy on Science, Technology, and Innovation (NSTIP) 2021-2030 and the Twelfth Malaysia Plan (RMKe-12), aligned with Strategy C1 on Strengthening Capacity and Capability in Research, Development, Commercialisation and Innovation.
The establishment of MSE was approved by the Cabinet on 23rd December 2020 and by the Parliament on 4 August 2022. MSE is placed under the purview of the Ministry of Science, Technology, and Innovation (MOSTI) with Academy of Sciences Malaysia (ASM) appointed as the implementing agency. Subsequently, the Deed of Trust for MSE was approved by the Ministry of Finance on 11 August 2023.
Employing a matching fund mechanism, MSE focuses on four strategic pillars: international collaborations, industry linkages, talent development, and alternative funding. These pillars aim to drive collaborative and demand-driven R&D&I&C activities while strengthening the national RDICE ecosystem.
