ASM and Ministry of Economy Discuss Strategic Agendas
September 17, 2026ASM welcomed the Malaysia Vaccine Project Office (MVPO) on 20 August 2026 for a courtesy visit to explore opportunities to sustain and institutionalise vaccine development efforts in Malaysia.
Both parties explored opportunities for MVPO to share its experience with the ASM Expert Network and relevant stakeholders, while strengthening the Human Vaccine Commercialisation Framework (Kerangka Pengkomersilan Vaksin Manusia) under the National Vaccine Development Roadmap (Pelan Hala Tuju Pembangunan Vaksin Negara). These efforts aim to support Malaysia’s aspiration to achieve home-grown vaccine development and commercialisation by 2028, strengthening national resilience.
The National Vaccine Development Roadmap outlines Malaysia’s strategy to achieve self-sufficiency in vaccine manufacturing and R&D within 10 years, driven partly by lessons from the COVID-19 pandemic and the need to strengthen national vaccine security.
The roadmap aims to establish a holistic vaccine ecosystem covering R&D, clinical trials, manufacturing, human capital, technology acquisition and supporting industries, while balancing biosecurity with bioeconomy development.
Key strategies include strengthening governance, expanding fill-and-finish and bulk manufacturing capabilities, developing local talent, enhancing clinical trial capacity, fostering public-private and international collaboration and positioning Malaysia as a halal vaccine hub.

The Malaysia Genome and Vaccine Institute (MGVI) further supports vaccine research and collaboration by leveraging existing national facilities. Through phased development, the roadmap seeks to establish local vaccine manufacturing capability, advance homegrown vaccine development and strengthen Malaysia’s biotechnology ecosystem by 2030.
