Building Research Bridges Between Malaysia and China
July 16, 2026ASM presented the Final Report of Phase 1 of the Policy and Guidelines for the Development of the Mineral Industry in Sarawak to the State Minerals Management Authority (SMMA) on 26 May 2026, chaired by the Premier of Sarawak, Datuk Patinggi Tan Sri Abang Haji Abdul Rahman Zohari Tun Datuk Abang Haji Openg.
In his opening remarks, ASM President and Science, Technology and Innovation Advisor to the Prime Minister and the Nation, Academician Datuk Dr Tengku Mohd Azzman Shariffadeen FASc, provided a strategic overview of the study.
He emphasised the need for Sarawak’s mineral sector to move beyond a traditional value-extraction model towards one that prioritises value creation, innovation, and long-term sustainability.
The Study Director presented the study’s findings and recommendations, Mr Teoh Lay Hock FASc, with support from Co-Director, Academician Datuk Fateh Chand FASc, and sustainable mining expert, Ts Raja Shazrin Shah Raja Ehsan Shah FASc.
Endorsed by the Premier of Sarawak, the report establishes a strategic framework to guide the responsible, competitive, and sustainable development of the state’s mineral resources.
At the heart of the Sarawak Mineral Policy are seven priority core areas identified to provide actionable guidance for the sustainable growth and development of Sarawak’s mineral resource sector.
These core areas are:
- Mineral Resource Database
- Regulatory Environment
- Infrastructure and Logistics
- Workforce and Talent Development
- Institutional Framework
- Investor Outreach
- Sustainable Green Mining and Quarrying
Six Science, Technology, Innovation and Economy (STIE)-driven Strategic Thrusts guide the policy’s overall direction, shaping Sarawak’s mineral resource development agenda and providing clear, focused directions for implementation.
This will be carried out through promoting sustainable and responsible mineral resource development; strengthening governance and regulatory frameworks; adopting advanced technologies and digitalisation; creating value and expanding the economy; increasing local community participation and empowerment; and building capacity, research and development (R&D), and innovation.
The Phase 1 Policy outlines a clear vision, strategic priorities, and development pathways for Sarawak’s mineral resources. Supporting the seven core areas are 43 complementary key enablers designed to strengthen implementation and ensure policy objectives translate into action across relevant sectors.
Together, these key enablers provide a strong foundation for building a resilient, sustainable, and globally competitive mineral resource sector, while contributing to Sarawak’s long-term economic development agenda.
Looking ahead, Phase 2 of the project will focus on developing 25 implementation guidelines covering procedures, standards, and best practices to operationalise the policy framework. The guidelines are targeted for completion by mid-September 2026.
