In November 2018, the Ministry of Education (MOE) through its Mesyuarat Jawatankuasa Pemandu Dana Penyelidikan Kementerian Pendidikan Tinggi appointed the Academy of Sciences Malaysia (ASM) to perform a thorough review of the Mid-Term Review of Malaysia Education Blueprint 2015-2025 (Higher Education).
The Blueprint was reviewed for its level and effectiveness of the implementation, current achievements and challenges of the ten transformational shifts. This review will also provide insights to the review of national education policy and recommend improvements to the direction, strategies and initiatives of the present Blueprint.
The findings of this study will be presented to the National Education Policy Committee (NEPC), expected to be held in April 2019. This exercise was initiated by MOE to gauge relevance of the shifts in relation to recent development and changes in the education ecosystem (e.g. policies, global trends, among others). The duration of the review stipulated by MOE is seven months (from mid-November 2018 to mid-June 2019).
A working group was formed under the leadership of Professor Ir Dr Abdul Aziz Abdul Raman FASc supported by five subject matter experts comprising ASM Fellows & YSN-ASM members, as well as a team of ASM analysts. Apart from utilising a desktop study and primary data retrieved from international and Malaysia databases, the Working Group is also conducting a series of stakeholder engagements through interviews, focus group discussions and workshops to obtain stakeholders views and input to produce an evidence-based review.
