Dato’ Ir Hanapi Mohamad Noor is known for his expertise in water resource management, particularly river basin management, hydrology, drainage, and irrigation. He has demonstrated his strategic thinking skills and ability to translate engineering knowledge to advisory, as well as handling complex science-based projects.
His leadership attributes are recognised with his appointment as the Director of States and Divisions of the Department of Irrigation and Drainage (DID) over his career span. The position requires high-level skills in the applications of science and engineering in decision-making and problem-solving, as well as skills in translating science and engineering into policies and vice versa.
One of the most notable contributions is his work on the National Water Resources Policy (2012) and the draft National Water Resources Law that required considerable synthesis of science-based National Water Resources Study Review (2000-2050). He also contributes to the on-going development of the National Flood Forecasting and Warning System (PRABN) and the National Water Balance System (NAWABS) that applies the latest scientific tools and technology.
Dato’ Ir Hanapi is active in Capacity Building programmes, especially under the National Water Resources Policy action plan. He has good regional networking and vast experience in organisation management. As ASM Associate, he has contributed significantly to advisory work through his involvement in ASM Water Committee and Task Forces. He chaired the Task Force on Integrated River Basin Management (IRBM) which produced the ASM IRBM Policy Report. He also served ASM as a subject specialist in the Transforming the Water Sector: National IWRM Plan – Strategies and Road Map report published by ASM in 2016.
Dato’ Ir Hanapi is often invited to present papers at conferences and contribute to working committees at the national and international level. He serves several international committees, namely the Regional Steering Committee of UNESCO – International Hydrological Program for South East Asia and the Pacific, the Regional Steering Committee for Global Water Partnership – South East Asia and the ASEAN Working Group on Water Resources Management. He is active in the IEM, Malaysian Water Partnership (MyWP), and the Malaysian Committee on Irrigation and Drainage (MANCID). As Executive Committee Member of these organisations, he frequently represents the Nation at their annual regional and international meetings and involved in technical working groups.
