Professor Datuk Ir Ts Dr Siti Hamisah Tapsir is currently the USCI Group Chief Executive Officer and ViceChancellor of USCI University. Prior to her current position, she had an illustrious career span of over 36 years working as an engineer, lecturer and administrator. In 2017, she was appointed as the Director-General of the Department of Higher Education, Ministry of Higher Education (MOHE). She was heavily involved in developing the Malaysia Education Development Plan 2015 - 2025 (Higher Education) and implementing initiatives outlined for the public and private higher institutions. From 2019 to 2021, Datuk Dr Siti Hamisah served MOSTI as the Secretary-General, providing leadership, strategic direction, and implementation of national policies in science, technology, innovation and economics. As MOSTI’s Secretary-General, she was responsible for overseeing 30 government departments and agencies, including ASM, Malaysian Department of Environment (DOE), Malaysian Energy Commission and the Malaysian Sustainable Energy Development (SEDA). During her tenure in MOSTI, she spearheaded the implementation of the National Science, Technology and Innovation Policy (NPSTI 2021-2030), the National Sandbox (NTIS) initiative, the Malaysian Grand Challenge and MyHackathon to accelerate the development and commercialisation of local technologies. In November 2020, MOSTI was mandated as one of the Ministries to implement the National COVID-19 Immunisation Program (PICK). Instead of retiring in March 2021, her tenure as the Secretary-General of MOSTI was extended, and she played an essential role in overseeing the implementation of the national vaccination program. This task was carried out through a Special Committee co-chaired by the MOH and MOSTI to ensure access to the supply of COVID-19 vaccine (JKJAV) in Malaysia. Apart from this, she also managed the policies and regulations of the Atomic Energy Licensing Board (AELB), including LYNAS, the Malaysian Nuclear Agency, the Malaysian Space Agency, and the Malaysian Department of Chemistry. In recognition of her outstanding leadership and excellent service, Datuk Dr Siti Hamisah has been bestowed several awards, namely the Best Woman Award in 2005 by the Selangor Government, the Female Engineer Award (First Recipient) by the Institute of Engineers Malaysia, Honorary Doctorate Award (Doctor of Science) from the University of Southampton and Contribution to Society Award from The Asia HRD Awards 2017.
