SO2020 examines the impact of STI on the economic, societal, and environmental outcomes for Malaysia since the inception of Vision 2020. The approach of this report is beyond auditing the current progress towards evaluating the steps and possible development trajectory to ensure that Malaysia is able to reach its goals and aspirations as defined in the Shared Prosperity Vision 2030 (SPV2030).

Science Outlook 2020 – Unlocking the Future (SO2020) explores STI progress in Malaysia since the declaration of Vision 2020. This report probes selected STI-related indicators and the impact of national-level programmes, frameworks, and initiatives from the year 1991 to 2020. This data is used to identify the strengths and shortfalls of the present STI ecosystem (see Chapter 6) and how the ecosystem can be stimulated to boost Malaysia’s sustainable growth into a high-income nation.

Being the 12th mega-biodiverse country on earth, Malaysia has a global responsibility to conserve its biodiversity. By adopting Paper on Precision Biodiversity (PBD), the country will show the world how this first-time-ever approach, can more effectively protect the planet and simultaneously deliver socio-economic returns. The vision is for Malaysia to be a nation that is informed and inspired to value and conserve bioresources while recognising the importance of investment in frontier technologies for the protection of biodiversity. Responsible and ethical stewardship of our ecosystem and establishment of a biodiversity-linked economy supported by sustainably managed biological resources will be driven by precision technologies alongside conventional approaches. Establishment of a national genome database to generate economic growth and promote human wellbeing is set to open up opportunities for translational research. Efforts powered by 4IR will also attract young tech-savvy talent and proficient human resource.

The Malaysian Code of Responsible Conduct in Research (MCRCR) is a comprehensive, robust, and contextually-appropriate guideline which is aligned to the best practices in research and accord with international standards and practice, yet congruent with local ethical and cultural milieu and legal requirements. MCRCR also draws guidance from several other well-established Codes around the world, including the Singapore Statement on Research Integrity 2010. The National Science Council has established the National Committee on Research Integrity (NCRI) to educate and nurture among the researchers, research entities/institutions, the media and the public on the MCRCR.

Insiden keracunan gas toksik yang melibatkan beribu-ribu pelajar sekolah di Pasir Gudang, pada bulan Mac dan Jun 2019 telah mengejutkan orang ramai. Pelbagai pihak mula bersuara bagi menuntut tindakan segera oleh kerajaan untuk mencari dan menutup sumber gas, merawat mangsa-mangsa yang terjejas, menangkap dan mendakwa penjenayah yang terlibat bagi mengelakkan tragedi ini berulang. Badan Bertindak Mengenai Insiden Sungai Kim Kim dan Pasir Gudang Akademi Sains Malaysia (ASM) ditubuhkan dengan sokongan Menteri Tenaga, Sains, Teknologi, Alam Sekitar dan Perubahan Iklim (MESTECC) untuk menyiasat sumber gas toksik dan mencadangkan langkah-langkah untuk mencegah pengulangannya pada masa akan datang.

The national headlines of toxic gas poisoning incidents affecting thousands of innocent schoolchildren in Pasir Gudang, not once but twice, back to back in March and June of 2019, shocked the Malaysian public. Calls from many quarters demanded immediate action by the government to find and close down the source of the gases, to treat the affected victims, to catch and charge the culprits, and to stop recurrence of the tragedy in the future. The Academy of Sciences Malaysia (ASM) Task Force on Sungai Kim Kim and Pasir Gudang Incidents was formed with the support of the Minister of Energy, Science, Technology, Environment and Climate Change (MESTECC) to investigate the source of the toxic gases and to recommend steps to prevent recurrence in the future.
